Puerto Ricans could not manage their own infrastructure, I have seen Black US territories manage themselves quit well like Virgin Island, you don't see them panhandling for freebees every min.

In 2016, Puerto Rico paid $3.5 billion into the US Treasury.[11] Residents of Puerto Rico pay into Social Security, and are thus eligible for Social Security benefits upon retirement. However, they had been excluded from the Supplemental Security Income. On April 10, 2020, the U.S. Court of Appeals for the First Circuit ruled that residents of Puerto Rico were eligible for SSI, finding that the residents of Puerto Rico make substantial contributions to the federal treasury in higher amounts than taxpayers in at least six states and the territory of the Northern Mariana Islands.

His tenuous remarks against Puerto Rico, is inane and ossified into jingoism and discrimination. Looks realy bad for their President to say such things; it shows lack of sensitivity towards a country under US domain for over 120 years, and still can't vote for president, and has no rights to trade with other countries, yet you have the audacity to say that you want to trade PR for Greenland, how much more ridiculous can you be. The consent decree offered by congress also give huge tax exemption to many American companies opening mega stores in Puerto Rico, where they only pay .004% in taxes to the Puerto Rican government, something unrealistic, paying pennies, where everywhere in the world corporate taxes are 25-35% taxed. These corporations rip-off PR, because of these US congresional laws. These mega stores makes over 35 billion yearly in profits, from goods sales, purchased by the Puerto Ricans-wealth that goes to the US, and never stays in Puerto Rico. Also, the US federal government is tax exempt in Puerto Rico, they make around 140 billion dollars yearly, of which, these income are not accounted by the Puerto Rican Treasury Department, because all US federal programs in Puerto Rico are tax exempt from paying any taxes to the Puerto Rican government; these programs are: all federal courts in all 78 Puerto Rican cities, air plane-passenger and cargo airliners' income, military stores sales, federal post offices sales/goods sold throughout all 78 Puerto Rican cities, HUD Housing, federal hospitals, and all other federal programs, are tax exempt from paying any taxes to the Puerto Rican goverment. US makes huge profit off Puerto Rico yearly, with all these federal programs that have tax exemption; most of these federal congressional laws that are imposed against the Puerto Rican people; just like the PROMESA pannel, was imposed on Puerto Rico without any rights to vote, and/or say. This is why Puerto Rico will never be sold and/or will never be let go. As the US make huge profits off Puerto Rico. When the US Navy was in Vieques, the US made trillions off Puerto Rico, having other countries using vieques' military target(s) for military practices, where the US made huge profits, as renting these target bases for military practice, real bombarding drills. monies made by these real drills, from all those countries practicing in Vieques Island, monies that were never seen by the Puerto Ricans, but kept by the US. As you can see, if you add all of the above areas the US makes monies, the US makes over 218.4 billion each year in profits, from all federal imposed laws, and this does not include, the huge tax levy given to US corporates moving and/or opening their buisness(es) in Puerto Rico; it is for this reason Puerto Rico is called the Singapore of the Caribbean.
