Before the pandemic, NY had a policy that any person with an infectious disease could not be admitted to a nursing home until it was fully treated. Still before the pandemic, the Governor changed that policy so it would not discriminate against people with HIV infection. A great idea idea for bloodborne pathogens, but what about airborne pathogens? The political decison was made to pretend that airborne pathogens wouldn't be an issue, in order to satisfy the political pressure to accomodate HIV without distinguishing it from airborne pathogens.

And then there he was, up against COVID, an infectious airborne agent - and he failed miserably in protecting the most vulnerable people, those in nursing homes, by not requiring that they test negative for Covid before they could be admitted or re-admitted to a facility full of the most vulnerable, and the staff caring for them. EPIC DEADLY FAIL.
