For 40 meters the MHz selector should be set to 7 on the scale (not 3). 3 on the MHz scale is for 75/80 meters. Also, the Lock light should not be lit. Locked = Locked light out and not on. Sort of tricky to tune but a nice receiver once you get the hang of it.
