When hyperpolarized, is an above-threshold stimulus still required to generate an action potential? Or is threshold level enough at that point?

Relative refractory period depicted here is misleading. actually, Relative refractory period is followed by Supernormal period( increased excitability)(during after-depolarization) and then Subnormal period(decreased excitability)(during after-hyperpolarization)
