On homemade high voltage capacitors mineral oil is the way to go. Even printer paper submerged in mineral oil can handle thousands of volts. Of course if you want to avoid pinhole puncture for sure Mylar is great. I built quite a few 10kv+ ones this way back in college or various projects.
