I bought this laptop because my old spectre of about 8 years died and HP has always treated me pretty well. Matches my switch and ps5 aesthetic too. Never been a PC gamer until now. Just picked up this laptop from Best Buy today. I am having an issue where my RTX 3070 will almost always sit at 80w. In BF2042 it will boost to 100w but most games and in Time Spy it always runs at 80w. It makes no sense. I have the OMEN app installed, using dGPU mode or advanced optimus mode makes no difference. Tried all power plans and all settings. Think mine is defective looking at your TDP in games.
EDIT: FOUND THE FIX:
Windows by default under 'default graphics settings' has Hardware-accelerated GPU scheduling ON by default. This causes the GPU power limit to stutter back and forth from 115 to 80w or never boost at all. Turing this feature OFF and then rebooting resolved the issue completely and the GPU now properly boosts to 115w.

The only games that use near max settings I have headphones on so you don't hear the fan but it's really not as loud as you'd think. As a gaming laptop it's awesome.

I was going to ask you to run latencymon but now there's no point (unless anyone else wants to know) - as soon as you disclosed the trackpad was Elan, that was it for me. I am kind of surprised HP are still doing this.. Personally I am a very heavy trackpad user as I come from 16 years of macs and microsoft precision is the only thing that comes close.
BIG thumbs up for disclosing this- honestly many reviewers would miss it, and I would maybe buy it thinking it would just have to be precision as almost all are. Thank you!
