You can't buy the UCI legal one as a consumer, which is not in compliance with the UCI rules.

I personally much prefer the UCI legal bike. I'm glad the UCI has such guidelines, because some triathlon bikes are wild (Kristian B's Cadex).

I just want to see someone ride a such a bike with a flat handlebar and other one with drop handlebars.

I do triathlon but I use TT bikes - I like their looks more 😂

Totally subjective but I think UCI legal bikes tend to be better looking, and some tri bikes are hideous. But then I don't watch Tri so there's probably a familiarity thing going on. Plus at the end of the day they're built for performance so the looks are coincidental. Still wouldn't say no to riding a mega fast tri bike, even if it is a total minger.

If development engineers create something more efficient it should be legal (excepting motors!)
