Theory: The reason why the organization is so kind to cleverly oppose to other students, but ends up expelling him is because the game he made would distract the other students, resulting in multiple students failing the test making them have to pay more money to stay in the school and not get expelled. But when his game was finished he had no purpose to benefit the school anymore so the organization began treating him like any other student.

One mistake about this theory is that they intended for the game to be another money maker and they had no reason for the game to have any purpose as a devise to make multiple children expelled. However, I do have more evidence to this theory, notice how the organization decides to expel cleverly? Well, we know that to the organization more students=more profit so it would make no sense for them to expel cleverly, when he could be used as extra profit for the school. I think the reason why they did this is because if cleverly stayed in the school for too long he might find what they are using the game to do
