Blake is moving at 2 m/s in the east direction and carlos is stationary so Blake's relative velocity to carlos is 2 m/s east. the velocity of carlos relative to Angela would be 5 m/s east and Blake's relative velocity is 7 m/s east (as you said). the reason carlos "sees" Blake moving east at a velocity of 2 m/s is because relative to blake and Carlos the train isn't moving.
