I always assumed she was just a tourist that later became a citizen of Bikini Bottom.

What if the reason Sandy is underwater is for a science experiment regarding deep water exposure to mammals? If you think about it, the chimps, representing humans, would be curious to understand what phsycological affects living underwater might have, but need research fast because of the ever changing climate, which will force humans, or in this case chimps, underwater in domes like hers. This could very well be a big reason for a long-term contract.

Oh, I thought you were going to bring up the fact that she's running from the law after cattle rustling in Texas. As everyone knows, the rangers have the authority to enter every other state and Mexico to bring back criminals to face justice in Texas. hiding at the bottom of the sea may be the only place she can really escape the eyes of the rangers.

Considering the show is set in the radioactive enviorns of Bikini Atoll, maybe the chimps are from the DOD or DOE and are using Sandy to see how the local wildlife were effected by the bomb tests.  Having her invent as a pretense for her continued presence there.

Akeem you are trying way to hard to sell yourself to the audience, I will not say you are cranked up to 11 but darn close, in future I would pull back a little so it feels more natural. I found your delivery so distracting I couldn't focus on the conspiracy.

This is a really cool theory and I'm surprised how much sense it makes! Though I would like to add some stuff from other sources. In the SpongeBob Musical, it's revealed that Sandy came to Bikini Bottom because as a female squirrel into science and martial arts, she wasn't accepted in Texas, so she came to Bikini Bottom voluntarily. And then the Texas episode shows that she stays because of the friends she's made there. So I would say she lives there voluntarily and makes inventions out of passion, and the chimps at some point discovered her and decided to offer her a job.
