This trend started when Moscow Mitch blocked Obama’s nominee for Supreme Court for over a year and handed that appointment opportunity to Trump. The trend is party over country for most Republican politicians.

The Wisconsin governor should test the well-established legal principle that "silence equals consent." If the Wisconsin Senate doesn't vote on the nominee, that's institutional silence. The governor should announce that if the senate doesn't vote on it within 90 days he will interpret it as consent and direct the state police to remove the squatter.

Have the chairperson of that board disregard the court, hold the meetings in secure locations where only members recognized by the chair can enter. The Governor should do what Obama should have, after a time declare that refusal to hold confirmation hearings is disqualification of the responsibility and regarded as implicit approval, appointment confirmed automatically. That's hardball.
