You should put the tourniquet on the upper portion of the extremity where there is a single bone, in this case the femur. Attempting to apply a tourniquet to the lower part of the extremity can prove unreliable since you are trying to compress vessels against two bones. This tourniquet looks like it was also placed over the knee, which is also a no no. This video is poorly done, and should be re-done and people should be shown the correct way, as well as trying direct pressure and packing first.
