You have to consider that Scott also has a much larger blast radius for his attacks meaning he could do more damage depending on units. However I do agree that due to the glitch puppet having 3 placements its still better but not by as big a margin as you would think. (unless considering bosses)

Funnily enough Scott is actually better than glitched puppet because he’s cheaper and attack faster making him having more dps
