Definitely an deterrent and pain compliance tool, with more serious options as well. It's a good, effective design, although it has some drawbacks too. I'll give you my full opinion in the review.

Tip strikes are not the worst hit. One where the cable hits, then *wraps* around will be way more painful due to conservation of angular momentum, the tip will actually accelerate after the initial contact and hit faster than the swing alone was moving.
