The video didn’t display it well. But it’s an order in eating at high tea. Each row represents a different course. Bottom row is savory middle is scones and fruits, and top is dessert.

It clearly means start from the bottom with savoury and then continue to add food as you work up the tiers to dessert so you're not mixing your fish and macaroon together! Y'all thick. 😅
