As a Harley player i can confirm that Hylos does NOT counter Harley at all, Late game Harley is uncatchable unless you're Fanny or Ling due to his low cd on the 2 skill

I’ve been spamming alice in rank and believe me, those heroes don’t really counter her. As long as you play safe in the early and only join favorable fights, you’ll dominate them once you have your COD and dominance ice. Just make sure to jump the marksman or the mage during team fights.
