you've created a pressure vacuum i believe it would be called. The oil rises to the top to account for buoyancy. as the oil rises through the water like a gravity vacuum the oil creates a. area of low pressure at the bottom of the tube creating this pressure differential between the space where the oil is, the water, and the now higher pressure air actually making the air attempt to rush into the tube through the water to equalize the low pressure oil but cannot pass through the water creating this funny phenomena as the water doesnt move because as we know water and oil like to stay seperate.
