Make sure to raise his character level as high as possible since his spread damage scales with character level. If you can get him to 90 it will be worth it.
You will have to upgrade all his talents alongside his character level. His normals are important too. But the skill is the most important.
Skill > Normal Attacks ≥ Burst

For those wondering when they should use E or Charged Atk: it's after 2 projection attacks. Each one is nearly 2s so after 2 projection attacks, it's time to use his E, or Charged attack. If you are going in raw with no burst, then do E into plunge attack to start. You're welcome O.O. Remember: two projection attacks? Time to E or Charged.

About his energy recharge: even though around 120-130 is recommended having only 100 er can be enough depending on your team comp if you’re for example using nahida. At least that’s my experience

suprising with that er requirements. cause i was able to make him work with 115-120%ER with Yaoyao. maybe because i'm running fav on Yaoyao and Xingqiu but even without fav i can still get the burst back pretty easily.

I don’t see how buffing characters is a bad thing when other games do it? If people ask for other characters to be buff then yeah that’s fine, if they have a system where they buff characters every so often in the way that FGO does character buffs (where it’s sometimes done while adding a little story for the character) it would please the community which is something they should try to do

My alheitham does 30k + with just a fischl who has deepwood arti dont know what other 2 characters i should add to maximize his damage tried sucrose with dragonslayer and after that he does 40k but it has bad er and i cant use her burst in every rotation
