Four years ago, the American Reinvestment and Recovery Act created incentives for implementing electronic medical records in both hospital and doctors' offices. These incentives were to be paid based on the hospitals and physicians demonstrating "Meaningful Use" of these new computerized clinical tools. So where does this stand today?
