I assume that huggy was the first experiment to deal with human interaction, which that place was opened for children to make their own toys, and see it is actually fine to create what they imagine. But I also assume that huggy used to hug children or interact with them to make them feel comfortable. What I think happened to him is that his program was progressed wrong just then instead of hugging people, he ate children, and terminated the whole playground into a cloud of dust, abandoned but only one remained. The producer that explained to the player what actually is huggy, and when you place the tapes in. He was the one talking, Kissy was on the posters, saying don't go past 7 pm ( Or AM, I don't remember ) Which shows that huggy may go crazy at that hour.

Fun Fact: Huggy Wuggy used to be a Co. Worker of the Playtime Company.
