In all honestly there's not much you can do about the dams, those things alone power thousands of homes. A majority of them are between 30-80 years old, and specifically during that time, nobody really cared about the state of the salmon.
The salmon ladders are there because they are trying, and that is the best they can do at the moment, unless you have a better idea instead of tearing down the dams, i would like to hear it.

Salmon is only open to fish one day this year. In WA!!! What has changed?

I work at a seafood place. We spend all day cutting center filet sections of salmon for shitty old women and probably end up throwing away 1/4 of each filet. Anyone that gets a tail throws a fit. Our entire society is wasteful and unsustainable and we're not going to care until its too late. Money is more important than life. Hence the low salmon numbers.
