One suggestion I have for the davies County area of I-15. Rather than put a lot of money into expanding the lanes put that into mass transit. To make transit fares lower to increase ridership. Because if a person is paying essentially the same amount as they were good for gassing up their vehicle of course they're going to take their vehicle rather than Transit. However if the transit fares are lower than that would entice people to use mass transit and unclog the freeway.
