1. It holds the past of the Otsutsuki
2.The power is mysterious and its abilities are unknown (We only know a few)

I think the jougan was formed when toneri gave boruto some power and he had awakened the tenseigan before he lost it but he still had a little bit of hamura’s chakra and he was Naruto’s son Naruto had six paths chakra, hogaromo’s chakra and ashura’s chakra so he has a lot of outsutauki chakra so hamura’s chakra+hogoramo, ashura and six paths chakra = high amounts of outsutauki chakra
