Well... "Amateur" is a funny word to use.
Several countries had some pro players listed with other professions, so they could pass as "amateurs" for Olympics purposes.
Eastern European countries excelled at this, as their top-athletes were state-sponsored. They were playing professionally, but considered as amateurs thanks to that state sponsorship.
Mexico attempted this in 1968, having several pro players "fired" and getting different occupations to be considered amateurs. This would backfire as they ended up throwing the semifinal, after they weren't being paid as promised. They would resume their pro football careers as if nothing had happened, some of them making the World Cup team two years later.

The best set of rules are that only non-capped players at tournaments can play. That combines high quality with novel players.

I think Olympic teams being U23 is a valid rule. Considering that the Olympics always like to set a standard of “new generation” of athletes.

Amateur rules were easily circumvented by many Eastern bloc countries by "employed" them in civil service, police, and military. Hungary of the 50s also ran on this. Basically, now for Western countries, they basically faced more or less professional athletes

FIFA may be the worst governing body of sport in the world. I don’t get how people can love the World Cup so much while seemingly ignoring or not shining light on the corrupt executives leading the organization

Why not everyone can play is simply because the schedule of the Olympic games is outside FIFA windows. With that, clubs are not required to release their players to play in it, unless they allow them to take part. Best example is back in 2008 when Pep (then-manager of Barca) allowed Lionel Messi to play for Argentina in Beijing. He eventually won gold. 🎉

I think it would be cool if it was open for all ages but the problem is that olympics are 2 weeks after euros so players are exhausted.

They should just swap out football all together and put all their attention to something like futsal to allow the best of the best to clash.
The idea of having only amateurs and youngsters face off goes against the idea behind the olympic games as they are supposed to put the strongest adversaries against one another to determine who is the greatest.

Also, a player's club is allowed to deny the player to play at the Olympic Games because the Olympic Games isn't part of FIFA's international calendar

With the death of Confederations cup why Olympics take its place? Just 8 teams and make it a FIFA break so the clubs let their players play. U-23 it’s not a formative age anymore so it’s lacking its purpouse

Olympic Games represent almost every sport and should be considered the best competition. The Olympic Spirit is a value.
The rules should be simple for every sport. Either only amateurs compete or professionals are allowed. For all sports. There is no point in seeing youth national teams in football and established champions in tennis, for example.
