I don't know if anyone else noticed this, but I noticed the song is in the perspective of a girl begging her lover to meet her at the hanging tree run away with her. I think the song is a message to Snow asking him to run away with her because she was scared they'd face the same fate as the man hung in the tree (who was accused of killing 3 people). So i think it's a letter to snow (part of why he banned it when he got rid of all evidence of the games [that's the year of the games Haymitch wasn't able to find for Katnis to watch in preparation for the quarter quill]), and that its both based on events occurring at that time as well as foreshadowing of the future.
