The Austrian Army was actually good during the mid 19th century, however clearly inferior to the French and Prussian one. In 1866 many experts expected an Austrian victory, since it's cavalry and artillery was superior than Prussia's, however it's chain of command was much less flexible and the mobilization and logistics severly lagging behind Prussia. Funnily enough, here in the German speaking world the entire Austrian defeat is blamed on the inferiority of the Austrian muzzle loaders, which was actually a fairly minor factor in it's defeat
