CPEC fated to die an untimely death?

The CPEC was the crown jewel of China’s Belt and Road Initiative. However, it has not produced the investment, growth and income that the Pakistan govt expected it too. With it's economy in doldrums, Pakistan is simply unable to pay its dues.
China too is disappointed with the returns on its investments and with the Chinese economy facing a crises, they will be evermore reluctant to pump more money into it.

Why would any country still want to fund a terrorist organization or did Pakistan think it can get the money from Afganastant's ore wealth which will take time to build the mining industry. I can't think of any country that would want to take the heavy risk of investing in the mine construction knowing where the revenue would go.
