Blender 2.8 not opening after installing Fix!!

This works From blender 2.9 -3.2,
only issue is that you can't open blender using shortcut or launcher icon.

Edit: For Easy access without going to file manager every time make the GPU debug option a shortcut.

only issue is that you can't open blender using shortcut or launcher icon.
You can try updating device drivers which could be a problem for most old PC. I've uploaded video for doing the same.
