APS wouldn't get processed in 3-4 weeks. It is now taking at least 3-4 months.

Please explain how an obligation letter or letter of commitment by a resident can replace the blocked account requirement. formats of letter of a standard and good motivation and reference letters will also be very very helpful, kindly share links if you have any for these formats.

It ain't that easy, this is fine for where to start, however, unless you have not completed 13 years of school studies, you cannot apply for most of the universities in Germany. Their are some universities which do let you provide school leaving certificate start admission application but that too is conditional.
