Look like a torque-biasing differential; much like an Eaton TruTrac. My Jeep Grand Cherokee has a TruTrac in the rear axle.

Looks like the steering gear case on a Ford Model T. It sits directly behind the steering wheel, the outer gear is the inside edge of the case, and the center gear is the steering shaft to which the center of the steering wheel is fastened.
