As far as I know, the black rose would NOT want to resurrect Morde, just by the fact they betrayed him in the first place.
Additionally he is just waiting to return (aka riot giving us Better Ruination with morde)

They cannot resurrect Mordekaiser for two reasons:
1. The Black Rose was created explicitly to do the opposite.
2. Hemomancy doesn't work on him since he's a spirit.

if I'm not mistaken, Sion wasn't one of the last people they ressurected, but in fact the first. He was like a proof of concept for an undead army : if they succeed to ressurect this ancient champion surely the noxian army would see the benefit of such magic... and they did succeed.

Ancient Warmonger is so fcking cool i love the fact he's a nameless legendary warrior even older than Sion, the way he looks like a berserker, his armor slightly different than what you can see on common noxians and the Dark Souls Artorias reference is the cherry on the top

Mordekaiser is my favorite champion ever, from lore, to character design and gameplay in LoL, and I PRAY to see him in LoR.

Morde is going to get stronger the amount of souls he collects, wouldn't surprise me if their hope is to use the grey magic to prevent the person's soul from fully crossing to the death realm

There might also be an implication with the Returned Reconer that Mordikaizer is waiting, because one of the voice lines that the reconer says is something to the effect of "Noxus, ruled by the one true king!" and it's ascetic matches a bit being it's been revived like the grey legion but it has the same color energy that Morkaizer has instead of the red, and Mordkiazer had the ability to manipulate souls as well.

I never thought about the possibilities of the mordekaiser corpse... OK they only have his armor as he is litteraly like Caesar of Guillaume but mordekaiser has inhabited it and it has been made from the bodies of his necromancers...
