The people who made this legislation have lost touch with their own inner child, sadly. Of course children will find ways around it. I'm pretty sure about that. I would if I were still young.
Instead of acting as autocrats, they should be talking to children how to tackle this problem. Cutting people off will only postpone and enlarge the danger. Part of growing up is learning about the dangers in life and that is something they need to consider, not avoid. This is nothing other than punishing the victim instead of the perpetrator.
