Download the following mods, in this order:
ChoGGi's library (console)
Achieves Mod Bk
Ach Library BK

This unlocks 1000 gamerscore. Full credit goes to whoever created these mods!

If you complete the steps and your Xbox doesn't show the 1000/1500 or 1500/1500, don't worry. It's just a syncing issue with Xbox Live. Be patient. It will fix itself within 1-3 days. Don't worry, your achievements are not glitched. Your account is not broken. This is normal for this game and under the current load of Xbox servers. It's all good. You will be credited with the gamerscore, and it will display correctly. Give it time. Thanks for watching.

They started unlocking as soon as I came out of the Mod menu.

EDIT: Then installed the PC version, logged into Paradox account, went into mods menu, already installed and activated same mods, switched off one mod and turned it back on again, went to main menu and all PC achievements unlocked.
