If you can't find the blur effect or the basic section, open the "LENS" section, and then "BLUR".

For those having trouble with both clips blurring! I just figured it out. Before adding the blur effect- duplicate your video-overlay-drag the second clip all the way to line up with the first one-select first clip, add the blur effect-select your second clip, add the mask, put the mask where you want it and then select invert on the bottom left 👌 I hope this helps

When I use the keyframes to block the face when the person is moving it does that for the rest and before of the video
