Your take on Kalos totally makes sense. Just imagine if they had switched up Diantha and Velerie from the start. So now the champion uses the brand new type which is suddenly the strongest type in the game. Also Valerie already has a champion worthy outfit.

Okay, but imagine going through Victory Road in ORAS, but not finding Wally. You reach Steven, who tells you he's already been defeated. He steps aside, and Wally is standing there waiting for you.
