America is a country built from the top upwards, rather like a hotel in China, no foundations, this means that when a decent wind comes along, the building crumbles and falls.
To put up a building that will stand for centuries, if not a millennium or more, you need to build deep solid foundations for the building to stand on.
It's the same when building a society, put in a good deep solid base and your society will be strong and will flourish for generation after generation.
American society is built on sand and the heavier the top gets, the deeper the base is being buried.
