remember that for parties that have anti-immigration as their ideological keystone (speaking about europe as well), no immigration means they become irrelevant, and thus lose access to power. paradoxically, a political party NEEDS immigration in order to keep themselves relevant.

we had a similar thing in finland during the refugee wave in europe - there has been a lot of talk about "enabling illicit border crossings", referring to russia sending migrants originally from africa over the border into finland as a way of "destabilizing" the nation, but the facts speak for themselves - the only time there has been "enabled immigration" or immigration made possible by another neighboring state was in 2015, when sweden sent thousands of refugees over the border in a joint agreement due to swedish migration agencies being hellishly overburdened.

guess who lead the coalition that held majority in parliament at that time? perussuomalaiset, the "true finns", an (at the time) single-issue party, focusing their rhetoric on minimizing immigration and warning against taking in too many refugees.
their election is a whole another can of worms (long story short, like all right wing parties, they went back on all their promises).

tl;dr: anti-immigration parties can not exist without there being a constant influx of immigrants to fuel xenophobia, and therefore it's in their best interests to just keep them coming when they do gain power, as long as they want to stay in power.
