No it doesn't... $51 million Canadian is a cost of doing business, they likely didn't even notice that money fall out of their couch cushions at Facebook. Should be hundreds of millions or a billion if the law was meant to hurt and dissuade platforms from trying this in the future. Weak laws and weak settlement.
