The experience of the Diamond Princess shows the result of bad luck. Singapore's first significant community spread seems to have involved a church service. That case provides a reasonable possibility of tracking the participants. The Japanese bad luck was a social event for taxi drivers. It appears to have taken a month to identify the infected taxi drivers. Maybe company records make it possible to trace their passengers. But, it seems like a much more difficult case to deal with than Singapore's.

Singapore is the King of clean. No chewing gum, no ice cream outside the parlor (big mess when it drips on sidewalk), and huge fines for not flushing public toilets.
