Spain: 20'3 millions of km2 with Phillip II, and 30'3 millions in 16's and 17's if you count Portugal and Brasil. They got the independence in 1668.

So:
1: Brithis Empire
2: Spanish Crown if it's 30M or Russia if spanish Crown is 20'3M.

Phillip II was king of Spain and Portugal and the same time and Portugal was added to Spanish Crown. That's the thing in my opinion Spanish Empire was 30'3M, similar size to British.
