PH Human rights lawyer: Duterte's pardon to Pemberton almost impossible to review | ANC

President Duterte's grant of absolute pardon to Pemberton is almost impossible to review, according to human rights lawyer Theodore Te. He notes that the case does not fall under any of the exceptions laid out in the Philippine Constitution. Regardless of Duterte's motive behind the move, Te suspects the goal was to get pemberton out of detention as soon as possible.
