There's almost no footage of this online so had to keep speech limited, but to expand: The launcher we see here is the Redut or Redoubt, the larger complex itself is the Utyos or Object 100. The Redut can fire these Shaddock cruise missiles or it's upgrade "Progress", but it's reported (by Russian MoD) that a Zircon was launched from here and that it can fire Kalibr, Bastion and Oniks from here as well (with different launchers than the Redut presumably).

Technically, no missile is useless if you get the target to waste a counter-munition that's many times more expensive and less numerous in a fight.

This missile P-35 is very dangerous and not useless. It got newer modifications, speed -1.1M( supersonic), the flight route can be evasive, warhead can be nuclear too-350 kit (17 Hiroshimas). Range 150-240 miles. They got mobile systems with the same missiles Redut. Not every missile can intercept them. Patriot can, SM-2 also. We know that you can’t intercept every missile. One of 10 gets to target.
