Spotify still has 16 bit distribution right?

Better send the 32bit files. It's exactly amount of bits going straight out of most plugins. If you have such on master buss then the output should be 32bit. Some plugins has 64 bit out. You can check bit depth of your output by using the plugin called bitter. It's free & you should insert it on the very last slot on the master buss.

EDM is so compressed and slammed through a brickwall limiter, it feels like this advice of "you can't have loud without quiet" isn't applicable. I just released my first album and now that I'm finally playing it alongside other tracks on spotify, the intros and quiet parts sound completely inaudible, making me want to instinctively adjust the volume every time the song starts. I like the dynamics in my track but they ruin the commercial viability of my music due to spotify's loudness normalization.

You don't perceive the dynamic range in linearality - its perceived logarhythmically. So the extra range when expressed in raw numbers sounds more significant than it can be to a regular listener.
