You almost got it right. The small tanks store high pressure O2 gas. To transport liquid O2 in the larger tanks are held at zero psi to 15 psi. To unload a transport bulker the liquid O2 tank pressure can be adjusted up to 80 psi. A boost pump (on the trailer or on site) can be used to off load to about 400 psi. This because the backup storage tanks at a paper mill are set at about 235 psi. A paper mill will have an O2 plant on site. Paper mills use vast amounts of O2. Stuff brakes that's why the backup tanks. Hospital tanks are set at about 30 psi so a boost pump would not be needed.
