A thing I heard once that I really liked is that because Goku, Vegeta, Piccolo, and Gohan have nowhere near the amount of potential as Freiza and King Cold that it balances out how fast Cell is able to grow. While he would still grow at a monstrous rate it wouldn’t be as overpowered as a lot of people say it is
