Levy has said himself that one of his reasons of not becoming a GM and thinking he won’t get the title is because he plays scared. When he plays other GM level players he doesn’t play as good as he could because he gets nervous even with a winning position

he is a good enough player to be a GM but as he has said before he chokes in OTB tournaments... it's completely psychological for him in my opinion. if he gets help from a sport psychologist he can surely become a GM. it has proven extremely helpful for all sports. From Ronnie O'sullivan in snooker to counter strike teams like Astralis...
