It's a serious concern, but 'bankrupt' isn't entirely accurate. It's more about the trust funds being depleted, It's a funding issue, not a complete collapse. But it's still a significant challenge that needs to be addressed.

I work at a bank. When I worked a customer facing role in the retail space, I used to encounter accounts frozen by the SSA. Fraudsters always had the audacity to argue and claim the money belonged to them. They were never at retirement age. Most of the times it was family members claiming their dead relatives SSA direct deposits for themselves. Not once was there a mention of legal action or retribution taken against them. The system has always been flawed.
