Poorly designed LEDs flicker like this all the time though it’s often imperceptible unless filmed in slow motion. You can use the slow motion mode on your smartphone camera or just hold the camera up to a light. Dark lines moving across the screen indicate flicker which most lights, including incandescents, have to some degree.
