Regulations are simply a set of instructions. They’re only good if businesses follow them. They are pointlessly bureaucratic and pedantic as is the Franco-German way. And they’re not in tune with the British model of things which is basically get on and do what you want and if it becomes a problem we’ll pass a law. The regulations are persistently ignored. As Tom rightly highlights look at horse meat.
