Shortcut method:
1 is Zero, 2 is one for the first digit (24hrs)
and subsract 2 from 2nd digit
example:
19:39
> first digit is 1, since 1 is zero,
9-2 = 7
7:39 pm

another example:
21:29
since 2, first digit is 1,
11-2 = 9
9:29pm

20:08
10 - 2= 8
8:08pm
